Can AI be used to create a complete movie episode?

I was just thinking about the possibility of using AI tools to create a movie, something around 15 to 20 minutes but broken down into tiny pieces. Here are my ideas:

• come up with a short story
• create the characters that make up the story.
• break down the whole story into short scenes (max 2 minute each), and write the script for each scene.
• use AI to design the characters 
• imagine 10 people work on this movie where each person handles a scene.
• then each scene gets merged to form a complete movie.

Is this something feasible? 
Would it be possible to use consistent characters across scenes? 
I think this can be achieved and it would look very good with animated characters.

Thoughts??
